the biggest issue facing our country now is the growing debt and deficit. with the impacts of sequestration taking into account this bill provides around $23 billion in savings from mandatory programs to go towards deficit reduction. that is remarkable, that you've been able to craft a bill with that kind of number in there, and under the conditions that we're operating in. i understand there are different ideas around this table as to what is the best safety net. i urge my colleagues to recognize that one program does not fit all. the bill before us attempts to provide producers with options to find what works best for them and that's a step in the right direction. that's something we've never done before, is to give the kind of options that are available in this bill. a new program known as adverse market protection seeks to serve the needs of those who are not protected by the agricultural risk coverage and crop insurance programs. it's imperative that the farm safety net provide protection for multiyear price declines, especially for southern crops like

just four years ago, the deficit was over 10% of our g.d.p. this year it's projected to fall below 5%. half of what it was just four years ago. now, i understand that this news may not fit neatly within the narrative of our friends on the other side of the aisle who just as they did in the summer of 2011, unfortunately, tried just last week to manufacture another debt crisis where nonexists. i would note that it was only a few months ago we worked together on a bipartisan fashion to suspend the debt limit. on the heels of our new year's day compromise and the tax portions of the fiscal cliff, my republican colleagues recognized the dangers of yet another debt showdown on the markets and on the possibility of downgrading u.s. credit worthiness, but rather than build on that rare moment of ipartisan cy -- bipartisan comity and put our nation back on a path of financial responsibility, house republicans doubled down. they pushed ahead with their cut, spend at any cost agenda. they pushed through a continuing resolution that baked in the harmful c

first of all about the deficit. we have a neutral referee here about questions about spending and taxes called congressional budget office, and several members on the other side have quoted what the c.b.o. said on different things. here's what the c.b.o. says about this law. repealing this law will add at least $100 billion to the deficit. now, our friends disagree with that, but the referee that they hire, that we live by says repeal of the law adds $100 billion to the deficit. we hear that health insurance premiums have gone up by an average of $3,000 per year. i don't know the source of that claim. someone should share that with us. but i do know this, the cost control strategies in the new law, which involve the establishment of a competitive insurance market so the insurance companies don't have huge market control, hasn't taken effect yet and doesn't take effect until january 1 of 2014. this characterizes government control of -- this is characterized as government control of health care. it says a person with

this in the name of deficit reduction? this in a country where already tens of millions of children go to sleep hungry? there's not a district in this nation, there's not a member of congress who doesn't have constituents who have to line up at a food pantry because otherwise they and their children would go to sleep hungry. this is the most incredibly mean-spirited piece of legislation. i urge a no vote on the $20 billions in the cut in snap -- $20 billion in the cut in snap. the speaker pro tempore: the gentlewoman's time has expired. for what purpose does the gentlewoman from nevada seek recognition? without objection, the gentlewoman is recognized for one minute. ms. titus: i rise today to recognize asian-pacific american heritage month and to celebrate the many contributions of this vibrant community to nevada's first district and to the country at large. asian-pacific americans comprised the fattest growing minority group in las vegas, having doubled in size between 2000 and 2010. along spring mountain road we find t

unless congress adopts a balanced deficit reduction plan and stops the reductions currently slated for 2014, i fear that our capacity to protect the american people from health care fraud, to safeguard vital programs, and precious resources, and hold criminals accountable will be further reduced. allowing these cuts would be both unwise and unacceptable. despite recent achievements, our work is really far from over. significant challenges lie ahead. that's why we must remain stead fast in our determination to strengthen current efforts and keep fighting to make the positive differences that our citizens need and that they deserve. i'd like to thank each of the approximately 400 law enforcement officials who made arrests, who executed search warrants, and otherwise participated in the investigative enforcement actions that made stayed's announcement possible. at this time i'd like to turn things over to another key leader of this work, my good friend, the secretary of h.h.s. >> thank you, general holder, and it's my great pleasure to join not only the attorney general but an amazing tea
